A house needs an occupation certificate before it can get utilities or the bank will start the loan on it. Unfortunately, our house didn't get one on the first try (one of the few inspections we haven't got on the first try). I think we got a bit ambitious and called in the inspection too early. Basically the inspector wanted carpet to be finished, trash to be picked up and a bit of landscaping.
